Arrests, Reimbursements Made in Municipal Fraud Scheme

Atty. Gen. Josh Shapiro announced the arrest of three former company executives from the engineering firm of Boucher & James, Inc., for allegedly repeatedly over-billing municipal and other clients for the cost of fictitious time and for covering up their scheme. Between 2009 and 2018, more than 100 entities suffered losses as a result of the theft, including a number of townships. The company repaid more than $851,000 in overbilled funds dating back to 2015.
